Pepper spray video sparks Occupy outrage

SAN FRANCISCO — Video surfaced online Saturday showing an officer at a California university calmly pepper-spraying a line of several sitting protesters, who flinch and cover their faces but remain passive with their arms interlocked as onlookers shriek and scream out for the officer to stop.

The chancellor of the University of California, Davis described the video images of the pepper-spraying incident as “chilling” and said she was forming a task force to investigate even as a faculty group called for her resignation because of the incident Friday.

“The use of the pepper spray as shown on the video is chilling to us all and raises many questions about how best to handle situations like this,” Chancellor Linda Katehi said in a message posted on the school’s web site on Saturday.

The protest was held in support of the overall Occupy Wall Street movement and in solidarity with protesters at the University of California, Berkeley, who were jabbed by police with batons on Nov. 9.

Separately, District of Columbia police on Saturday evening arrested 11 protesters and planned to charge them with unlawful entry after officers entered and cleared an abandoned city-owned building in downtown Washington that had been occupied by a group inspired by Occupy D.C.

The group Free Franklin began occupying the four-story Franklin School on Saturday, protesting the lack of housing for homeless people. The historic building served as a homeless shelter until 2008.

More than 60 supporters gathered in a park near the red-brick building and cheered the protesters. The building is two blocks from Occupy D.C.’s encampment.

The UC Davis video images, which were circulated on YouTube and widely online, prompted immediate outrage among faculty and students, with the Davis Faculty Association saying in a letter Saturday that Katehi should resign.

“The Chancellor’s role is to enable open and free inquiry, not to suppress it,” the faculty association said in its letter.

It called Katehi’s authorization of police force a “gross failure of leadership.”

at a news conference later on Saturday, Katehi said what the video shows is “sad and really very inappropriate.” The events surrounding the protest have been hard on her personally, but she had no plans to resign, she said.

“I do not think that I have violated the policies of the institution. I have worked personally very hard to make this campus a safe campus for all,” she said.

Man accused of pepper-spraying woman at St. Lucie West Walmart

PORT ST. LUCIE — an 18-year-old man accused of spraying pepper spray in a woman’s face in a Walmart in St. Lucie West was arrested, according to an affidavit released Tuesday.

Nicholas Galan, of the 4000 block of Southwest Hablow Street in Port St. Lucie, was arrested at 10 p.m. Monday on a misdemeanor simple battery charge following the 8:30 p.m. incidents at a Walmart Supercenter in the 1600 block of Northwest St. Lucie West Boulevard.

A woman identified by Port St. Lucie police as the victim said she and Galan “have had a prior friendship that went bad and now Galan harasses her,” an affidavit states. she was walking through Walmart with a friend and Galan harassed her, she said.

“She finally arrived at check out and Galan got in her face, yelling at her,” an affidavit states. “She pushed him away and he then pepper sprayed her in the face.”

Police went to Galan’s home and he said he used pepper spray on the woman.

Galan was released Tuesday from the St. Lucie County jail on $500 bail, a jail official said.
