Florida sends Senate maps to U.S. Justice before Supreme Court finishes review

TALLAHASSEE — the Florida House, Senate and Attorney General sent the U.S. Justice Department the latest state Senate redistricting plan Friday in a bid to assure federal review is completed by the June 4 start of candidate qualifying.

The redrawn Senate map, approved by the Legislature in a special session that ended Tuesday, still must go to the state Supreme Court, which has 30 days to review the plan. Justices ruled the initial Senate redistricting plan was unconstitutional, forcing the 15-day special session.

If the Supreme Court doesn’t approve the Legislature’s second attempt at a Senate map, the justices could decide to draw the districts themselves.

Federal officials have their own 60-day window to review the proposed map. But attorneys for the Legislature and Attorney General Pam Bondi are clearly hoping the Justice Department’s work can overlap with that of Florida’s high court.

"In light of the imminent qualifying period, prompt consideration is requested," attorneys said in submitting the maps to the Justice Department.

The Justice Department can ignore the state’s request. and if the state Supreme Court strikes down the latest Senate map, that also would put the brakes on the federal review.

While the Legislature gets only two chances at drawing the map, leading lawmakers have said they think the court would change just a few districts if it took over map-making — which they say supports their case for having the federal review start.

The state already entered uncharted waters when the court rejected the first Senate plan as favoring incumbents and packing minority voters into districts.

Justices had validated legislative maps drawn by lawmakers in each of the previous 10-year redistricting cycles dating to 1972, when the court was first brought into the process.

This year, they also validated the Florida House maps.

Scarsdale, Eastchester Players Line Up for Lottery

SCARSDALE, N.Y. – Kevin Portella of Eastchester is not a mega-lottery player, but he did make sure that this week, he was a Mega Millions player.

“I have one subscription for Lotto,” Portella said Friday afternoon outside Muller’s Deli on Garth Road, where he had just bought his tickets, along with a couple for the people in the restaurant next door. “I buy one of each: Sweet Millions – although I was unhappy when those went up to $2 – Lotto, Mega Millions.”

Portella said that this time, he bought “a bunch of quick picks.”

Another Muller’s customer, one of a steady stream Friday afternoon, had his numbers already filled in when he arrived, then ordered $10 in quick picks. “If I don’t win I’m going to stick my head in the oven,” he said.

Mega Millions was on many minds Friday as the jackpot jumped to a record $640 million. The old record was $390 million set in 2007.

Odds of winning are not good – a one in 176 million chance. still, players filed into stores to buy their tickets to what they hope will be a rosier future.

Tonight’s numbers will be drawn at 11 p.m.

Conn. education board member arrested on sex crime

HARTFORD, Conn. — a member of Windsor’s board of education has been arrested in Florida on suspicion of traveling there to have sex with a minor.

Christopher Watts tried to arrange a sexual encounter with a 14-year-old in an online chat with an undercover agent who he believed was the girl’s father, authorities said. a copy of the criminal complaint was obtained Friday by The associated Press.

Federal authorities said the 38-year-old Watts was arrested Thursday night at a hotel after arriving in Orlando.

Watts, who is president of Precision Marketing, an advertising and public relations firm in Windsor, made his initial court appearance before a judge on Friday. He was held without bail in the custody of U.S. marshals.

It wasn’t clear if Watts had hired an attorney. Messages seeking comment were left at his home and office and with other members of the board of education.

According to the complaint, Watts responded on March 5 to a posting titled “dad has daughter” in online chat rooms labeled “incest” and “jailbait” on the website Motherless.com. The message was placed by a member of a U.S. Immigration and Customs Enforcement task force.

Over the next several weeks, Watts and the agent exchanged numerous sexually explicit messages, and Watts sent the agent photos of himself, including one of his genitals, according to the report.

The agent sent Watts a voice mail and a photo with the help of a crime scene technician who was posing as the girl and arranged for Watts to spend a night with the girl while Watts was in Florida on a previously scheduled trip to buy a truck, according to the affidavit.

After he was confronted by the agent in his hotel room, Watts acknowledged downloading videos of images of children in sexual acts and sharing those images with others, according to the report. Watts also told the agent that he had figured out that he had been chatting with a law enforcement officer, had deleted his chat account and had no plans to follow through with their meeting.

He told the agent that he “may have broken the law, but I have a track record of stopping and doing the right thing. I am finished with underage talk and photos for good,” according to the affidavit.

If convicted, Watts faces a minimum of 10 years in prison and a maximum of life.

Prior to his work in public relations, Watts worked in broadcast journalism, including for The associated Press.
