CL&P: Windsor to Get Power Restored Sunday
Connectictut Light & Power released estimates for power restoration in its customer towns across the state Wednesday, saying that they estimate Windsor residents will have power restored by Sun., Nov. 6 at 11:59 p.m.
As of Wednesday morning, CL&P’s outage map reports that Windsor has gained 5 percent power since Sunday.
Accordingly, locations have slowly begun to open across town. Bart’s and the Dairy Bar were open Tuesday, in addition to restaurants and gas stations that have operated since Sunday and Monday, including Dom’s Broad Street Eatery and Tunxis Grille.
The main library will be open Wednesday from 11 a.m. – 2 p.m.
According to CL&P, a number of communities have already been restored to 99 percent power, including Branford, Clinton, Essex and Putnam.
Killingworth and Guilford are among the towns that will be restored to 99 percent by midnight Wednesday, and CL&P lists towns that will slowly be restored throughout the week and weekend, the vast majority of which are listed alongside Windsor for an estimated restoration time of Sunday by midnight.

CL&P: Storm costs to total about $100 million
Because the winter storm is the “same magnitude” as Irene, the utility is looking at a range of between $75 million and $100 million range, “minimum,” he said.
Parent company Northeast Utilities told investor analysts in September that ratepayers, not investors, will pay for the Irene-related cleanup as utilities seek to avoid taking a hit to its profit. It’s standard in the industry for ratepayers to pay operating costs such as electrical restoration and storm clean-up.
The utility must ask state regulators for permission to pass the costs on to ratepayers. Regulators will examine CL&P’s costs to determine what can be reimbursed. Dennis Schain, a spokesman for the Public Utilities Regulatory Authority, said CL&P has not yet submitted its request for Irene-related expenses.
“I believe the costs we’ve incurred are costs necessary to serve our customers,” Butler said.
Kevin M. DelGobbo, chairman of the Public Utilities Regulatory Authority, told lawmakers in September that CL&P maintains insurance for storm-related expenses through a Northeast Utilities policy. The policy is limited to $15 million per occurrence, with a $10 million deductible.
A spokeswoman for CL&P would not give details about the insurance policy.
The utility reported on its website Thursday that about 430,000 customers were without power, down by less than half from the peak of 830,000 when the storm struck Saturday. Elected officials have criticized CL&P, which also has been disparaged in Facebook and Twitter postings, for what critics say has been a slow response.
Malloy said the number of customers who have had electricity restored is “not exactly where I thought they’d be or where they said they’d be, but it’s reasonably close to that.”
“I’m holding them accountable to the benchmarks they set,” he said, referring to CL&P.
The utility has promised to restore electricity to most customers by late Sunday night.
Butler resisted when asked by a reporter if he would apologize for the response time.
“We’re doing everything possible to restore our customers as soon as possible,” he said. “As we got the weather forecast last Friday, we ramped up, putting people on call. We’ve been seeking additional resources since Saturday.”
“I think we have been doing a very good job of getting people restored,” Butler said.

CL&P: 99 Percent of Power in Naugatuck Will be Back by Sunday – Patch.com
Connecticut Light & Power said Naugatuck, like most of the state, should have 99 percent of its power back on sometime before Sunday, Nov. 6, at 11:59 p.m.
As promised, CL&P has posted on its website restoration projection estimates for all 149 towns and cities the power company services. most state that power will be back by that same time, although some towns, such as Newtown, Monroe and Ridgefield, are expected to be at 99 percent by Saturday.
Naugatuck again saw an overnight increase of residents getting power back. As of 8:30 a.m., 28 percent of borough customers are without power, or just over 4,100 homes and businesses.
In a press briefing Wednesday morning, CL&P President Jeffrey Butler announced that 410,000 customers have been restored since the start of the storm on Saturday, leaving 548,000 still without power statewide.
Butler said there currently are 1,041 tree and line crews working throughout the state, with an additional 110 crews coming in today.
“We’re still estimating CL&P that 99 percent of customers will have their power on Sunday,” said Gov. Dannel P. Malloy during the same press conference. “I’m glad the number of people without power is dropping as it has for approximately 150,000 people in the last 24 hours.”
But, the governor added, “We need to move faster.”
Malloy said the list of projections would be updated on a ongoing basis throughout the day.
Butler also said CL&P is shifting its focus from clearing the lines to power restoration.
In the same press conference Malloy said there was another carbon-monoxide death in the state, bringing the total to three CO deaths. in total, there have been six weather-related deaths since the start of the storm, the governor said.

Malloy reported today the first death authorities believe is attributed to carbon monocide poisoning, something he has been warning the public on how to avoid since the major snowstorm hit this weekend.The only details so far is that the victim was an 80-year-old woman from Enfield. CL&P has alerted homeowners that you should be aware that any damage to customer-owned equipment must be repaired by licensed, professional electricians before the utility can reconnect power lines to your home.

CL&P will repair the equipment leading to your home, including the service wire and connectors. Homeowners are responsible for all other equipment attached to a residence, including a clevis (house knob), weatherheads, conduits, conductors and the meter box. However, you are not responsible for damage to the meter, CL&P said.
“If repairs are required beyond a simple reattachment of your electrical service to your home, please contact a properly licensed and insured electrical contractor to perform the necessary repairs,” a CL&P press release said. “This should expedite your service restoration.”
